Hotel license

i have hotel at bhavnagar - dawarka national highway.i have old license with the name of old owner.

old owner canceled license.
now i want to get license with my name

but problem is dupy collector ask the noc of national highway.

hotel construction is made at 40 mtr.the rules is 75 mtr.that why NATIONAL HIGHWAY AUTHORITY OF INDIA are not giving the positive noc.

i have the commercial purpose to use of land

but dupy collector isnot giving me hotel licence

you have to satisfy the legal requirements . if NOC of NHA(I is mandatory then you wont get the license .

1.old license is given without the noc of nhai

2.in one case the license is issued without the noc of nhai

3.how can i know noc of nhai is mandatory.officer is asking.
