Is there any law that an employee has to pay a bond if he has selected in same bank ....and can I take extension of that joining and if I have got extension then the final decision is mine if I will join or not

No payment is necessary. The bond would be treated to have been transferred to the concerned controlling HR department of the present post. If it is within the same HR juridiction, no change would be required.

The Bank's demand is not just. Have the Management made this demand in writing? If so, give a dispassionate reply pointing out that their stand is incongruous in as much as your past experience and training, if any, imparted would be beneficial to the Bank.
In given facts, it is not advisable to enter into an verbal discussion

You should join as officer in the Bank. If Bank ask for the bond amount in writing, reply that you are not changing the Institution. Show the language of the Bond to some HR consultant / local lawyer.

Because my joining date is over and they didn't give me extension..and I have heard that they should ask three time to selected candidate for joining if he was not completed the joining process in a particular bank
