A builder handed over a house, one among many in a project, to me after completing construction and I found still there were some works pending. I approached consumer court and during the period of hearings the builder agreed to compensate for the money I spent to overcome the same. I agreed to it at on his assurance in future we will arrive at a solution to any problem by mutual talk and neither of us will move the court on the project. That was in October 2010. Several attempts by me to make the builder to complete the common facilities works yielded nothing. I just informed the collector of district in middle of 2010. Of late the collector of the district where the property had come dismissed the President of the Panchayat on grounds that he allowed the builder to construct houses not following building regulations 1997 and also for misusing Panchayat funds. But the collector had done little to help the investors to get the project completed.
I decided to move the judiciary. Will my understanding with the builder be any bar for that?
