Unmarked documents

In a specific relief suit consisting of Plaintiff (private party) and two defendants both govt. departments. One of the defendant is set exparte and another has filed Written statement.

The stage of the suit is for cross exmination of the plaintiff, But Defendant 2 has not marked documents as contemplated in his Written Statement.

My query is whether D2 can cross exmaine the plaintiff based on his Written statement without marking of documents mentioned in his WS?.

In short can defendant cross examine plaintiff on unmarked documents?
