498 a bail

Sir,
Can AB of 7 accused converted to regular bail by the Judge even if some 2 of the accused never came to the court.Do they need to surrender before regular Bail is issued.

The AB can not be converted into regular bail unless the accused persons physically attends and surrenders before the lower court.

Sir,
The AB is issued by District & Secession Judge & Judge has been extending the bail from lost more then a month & only 5 accused use to come while as rest of the 2 never came to court.
Can u please provide my any judgement which shows the physical attendances & surrender to accused is essential.
