Start a society under the Karnataka Societies Registration Act, use the format given there, ensure that minimum members subscribe to the society, register with Reigstrat of Societies and that is it. Fees as prescribed under the Act + other charges for for agents who remit moeny and fees to RBI or wherever.

Go to Karnataka Registration website you will get model society creation document and build

I agree with Mr. KOTRESH M G.
The society must be registered under Society Registration Act before the registrar of Societies. The format is available in the Appendix of the Act. It may also get from the office of registrar.
The foreign may be a trusty/partner/manager.

Dear Sanjeev,

Section 3 of THE KARNATAKA SOCIETIES REGISTRATION ACT, 1960, says as follows:--

S.3 : Societies to which the Act applies.- The following societies may be registered
under this Act,--
Societies established for,--
(c) the promotion of sports [x x x]
Omitted by Act 7 of 1978 w.e.f. 29.9.1977

So first pls check whether it is applicable for "SPORTS".
