Maharashtra: stamp duty on gift deed of apartment

I have an flat in Pune jointly owned with my brother and I want to gift my part to my brother(joint owner). How much stamp duty we need to pay to create a gift deed of this transaction.

The stamp duty would be 3% and Registration charges 1%. But the government is considering stamp duty to be be waived for such transfer from a person to their heirs or relatives when they are alive. an affidavit on stamp paper worth Rs 500 will be sufficient.Only after the issuance of executive order will the exemption from stamp duty be applicable.

The order is issued and available on Govt of Maharashtra website, however it not in understandable format for a common man as it gives references to some backdated notifications.
