Up police harassed mentally

Hi Sir/Mem,
Good Evening...
I want to take your precise advice.I married a girl in Feb 2009. I am from UP and my wife is from Uttranchal. Since then she is living with us in UP.We have got register our marriage. She applied her passport from UP as she is in UP from last 4 years.She has UID card, Resident and caste certificate (issued by District Tehsil) of same address. But we did not give bribe to UP police so they sent wrong report (She is a permanent resident of Uttranchal.) to passport office.We have 6 months old baby and had to visit our PSK (100 km far from home) with baby in sun stroke. I have following questions:
1.Can I lodge a case against the police?
2.If Yes, What action can be taken on him?
3. How can I be benefited as we harassed mentally?
Well, I put a RTI to know the name of both the police man.We do not have any proof of asking bribe but we can ask why they did send a wrong report.
Please suggest us. We are feeling very frustrated in this corrupted system. I want to fight the evil keeping my self in legal boundary.

1. Yes.

2. File a case of extortion and preparation and use of forged documents. (sections 386/467/468/471 IPC)

3. Do lodge case as advised.

You should without any fear should move ahead by engaging a competent local lawyer dealing in criminal side.
