Regarding house plot

i am planning to buy a plot.one of the plot owner showed me a plot which was marked as public purpose2 in the layout(In the layout it is mentioned as, if the government official does not approach the plot owner for buying it,the plot owner can sell it to anybody for residential purpose only).I have a doubt whether to buy that plot or not. Please help me ...

dont buy the plot . reservation is for public purpose . if you desperately want to buy said plot contact a local lawyer. get all documents of title vetted by the lawyer

If the plot is earmarked for the public purpose then how a private person can sell it? You need not to purchase such property.
