No please. Provisions of anticipatory bail has been expressly made inapplicable to offence under the Attrocities Act. However, the accused may move quashing proceeding in the High Court under S.482 Cr.PC if there are sufficient grounds for the same and that from the face of it no it is prima facie clear that no offence has been committed.

No. In anticipation of his arrest on the basis of FIR a person can apply for the anticipatory bail. Even on the apprehension he can apply.
