premium payable on transfer of property in housin society in karad, maharashtra

I had two row house bungalows in Aabasaheb Parlekar nagar co. op. hsg. society, regd.at Karad, Dist. Satara, Maharashtra, which I sold out both to two different persons. Now for the transfer of both the r. h. bungalows the transfer fee and transfer premium of said society (Rs.500/- & 10000/- respectively.)is to be paid to society. Now my question is who has to pay the premium amount, whether seller (transfere) or purchaser (transfery)?
Society has passed a resolution mentioning transferer must pay rs. 10,000/- & take the noc from society before selling his flat. I searched lot in soc. bye-law books about who's responsible to pay the premium amount
but could get satisfactory answer, Please guide me,
@. My second query is whatever the Maharashtra State co-op. Hsg. society bye laws, are they same for mumbai, navi mumbai and rest of Maharashtra or differnt ? Plz. ansr.

As customary practice in the market all charges incidental to buying is born by purchaser.
Law is same for all of Maharashtra.

society will take transfer charges from transferor . you may have an internal arrnagement wherein you split transfer charges equally
