Does name transfer in municipality indicates ownership to sell the property

Hi,
We have a property of our great-grandfather, of which some part is allotted through a court case to my grand-father and we have papers of that allotment(equvivalant to registry i think).
Later after his death only the name transfer to my grand-mother in municipality is done for paying house tax.
Now she also passed away.
Now only name transfer document to one of my uncle in municipality is enough to sell the property, if there are more than 1 stakeholders(son/doughters) are involved.
What complete procedure would be required to sell this property?

Eve3rybody has to sign. Only one person cannot sell the property. because after the death of the GF his legal heirs become the owner of the properties and everybody has got equal share in that property.

Thanks Rajeev Sir,
But my other question was that if everybody sign the papers for "name transfer" (namantaran) in municipality and my uncle pays the house tax for current FY.
Does it authorizes him to sell the property without others consent later or at the time of selling again everybody's consent is required?
