My bare villa site has no OC I am constriting but some neighbour are living there.they are objecting if workers works after 6pm to 9 pm

They are living their legally or illegally, it is none of your business, you are not supposed to violate the natural law, henc you may ensure your safety by observing the law of land instead of raising irrelevant issues.

Means if any illegal occupier object then a legal owner can not construct

Whether they are legal or illegal occupier, the fact is that their illegality has nothing to with your violation of law.
You cannot take law into your hands just because they are illegal occupiers, the government or the original owner will tackle that issue, but since they are also citizens of the country they have right to live peacefully without being harmed or tortured.
You may be the legal owner of your property that does not means that you will disturb your neighbours or create nuisance to them by your activities.

What is the nature/type of construction? Why the neighbour is objecting?

OC is occupation certificate given by local authorities a it's not given till all construction finished. But these people started living and objecting new construction

You have initially stated that the neighbors are objecting to your construction work being done after 6pm in the evening which continues till 9 pm.
After that you have stated that they are illegal occupiers.
Now you are stating that they have not not got OC hence they are illegal occupiers.
This clearly implies that you are only indulging in illegal activities by continuing the construction works in the dark, i.e., after 6 pm, especially when it is creating disturbance or nuisance to the neighbors.
you cannot get any relief if you approach the police or law enforcing agency with any complaint because you are at fault and the neighbors have purchased the property legally and they are the legal owners, OC is the issue to be analysed by the civic authorities and has got nothing to do with their title to the property.
You may understand the situation and be considerate towards the neighbors too.
