Respected Sir,
Please give your advice.
As per NSIC guideline the Manufacturer and Service Provider can obtain the certificate under single point registration Scheme under NSIC and avail the benefit of Exemption in Earnest Money Deposit while qouting tender before Public Sector Unit and Government Organisation, but I have noticed that the Re-saler have registered with NSIC which is wrong itself and taking the benefit of Earnest Money Deposit exemption and taking the tender without paying the EMD provided by the Public Sector Units. My querry is if The NSIC does not allow the Re-saler to obtain the Registration Certificate then how these Re-saler are getting the benefit of Earnest Money Deposit Exemption which they have tactfully taken registrtaion.

I have made an RTI Application to CPIO the Contents of the RTI is given below please advice that the pattern of information asked by me is correct or not.
1) Provide me the information that during the time of granting registration and determining the monetary limit of the dealer/parties under NSIC the word ”Turnover” relates to Sales or Service.
2) Provide me that what is the mechanism to find out that the Turnover relates to Sale or Service.
3) Who are eligible for obtaining registration under NSIC i.e Manufacturer, Service Provider or Reseller?
4) Please provide me that which category of job can avail the benefit of Earnest Money Deposit exemption.
5) Whether the NSIC Certificate can be utilized for exemption of Earnest Money Deposit during the time of Tender of Sale/Supply of Materials to Public Sector Unit.
6) Please provide me information that is there any guideline or rules maintained by NSIC for Eastern Coalfields Limited regarding issue of Exemption of Earnest Money Deposit for Reseller or Supply of materials tender.
7) Please provide me the information that can the benefit of exemption of earnest money deposit is allowable to the tenderer if the tender is of apart from the class/product given in the certificate issued by NSIC under single point registration scheme.
