OBC certificate

I am OBC from HP and I am married to general category man from West bengal. My caste is listed under central OBC list but not under West bengal list. My query is that from where should I get obc certificate and what is the procedure ? Can I get it from my father's place ?

Different states have different reservation quota system,first ascertain whether UR caste is listed in the OBC quota in West Bengal.
