You Could Execute the Settlement Deed In favour of your mother and her presence will not be required as well as her proofs. It would be helpful for you costwise also.Contact Your Local Registrar Office.

If pAN not available then you can use the Ration card or Voter id number

PAN Card is not compulsory to get any deed registered. Meet the Registrar, you will come to know about the requirement.

Confirming Your Statement "I want to Register My Flat to My Mother" I had advised you to go in for Settlement Deed".Where there is only standard Fees for Settlement Deed irrespective of property value. For Other things meet the Registrar in person.

If you want to transfer the property to your mother, then go for rights relinquish deed.

where is the mother having a right in her son's self acquired property that her son will relinquish his rights in favor of his mother through a relinquishment deed?, the best option is to follow the procedure advised by expert Mr. Narasimma, i.e., a settlement deed which would be cost effective too.
