Act and Statute both same...
Bill is a law which is still to pass all stages of law making.

Code is a law which is usually exhaustive in nature.

Bill is not law, but a proposal for making a law, which is always subject to approval or rejection by both the houses of Parliament. A bill becomes law only after the assent of the President of India after clearance by both the houses of Parliament.

It is not a law in the true sense
Thatswhy i said it is still to pass all stages of law making [houses of parliament + president assent].
We can call bill as a bundle of rules
which is not a law yet.
