I want to change my name ,what is the procedure, can i get new id card on the new name .

yes, you can change your name,
1. to approach tamilnadu Gazette notification
office, they will give form and fill and issue notification, than issue news paper publication, onwards you can use new name.

You can change your name at any time by publication and then insertion in govt. Gazette.
