Medically unfit to work

My friend wants to be a practicing advocate, he is a law graduate , all these years he was in service, he took VRS as medically unfit to work. He is having sound mind due to neurological problems he took VRS.

Thanks in advance please clarify whether he is eligible to practice as an advocate

He should get enrollemnt with any Bar Councils of India and then should get registration in Bar Association working under that bar Council and then should start practice as desired.
