The procedure adopted by police do not seem convincing but practically such harassment of general public in the hands of police is common. Try to personally contact the concerned police officer and enquire about the matter.

The de facto complainant can always file a protest petition against the closure report of the police and ask for re investigation or for converting it into complaint case.
