Chargesheet rules

After filing of fir, in how many months should the police file the charge sheet.....

Is there a permanent rule or can police take liberties...

Background is that there were mutual settlement of parties on condition that after order "a" is passed in case "a", police will withdraw fir "b"...but since order "a" is still not passed, can police keep waiting for months altogether & stay filing of chargesheet for whatever reasons..

There is no time limit for submission of chargesheet and the police may take any amount of time.
