District consumer case- lucknow

(Querist) 09 April 2012 This query is : Resolved 
A case pertaining to Kamdhenu Yojna of Canara Bank. The case had been decided in favor of the applicant in 2010 but since applicant is stationed abroad and he gets no help from his relatives or friends. He gets very few days leave to visit India. The lawyer appointed by him doesn't help either thereby the applicant is helpless in recovering the amount through RC. District Consumer Forum had no web site or e mail can't be sent to the forum. Can anyone suggest the recourse available in such scenario.
