Who is licensing authority ?

To start a Non veg Restaurant who will issue a valid license ? It's a matter of Pollution by a Non veg hotel in residencial areas. My municipal Athority is saying,"we are not authority to issue a such license."

Who makes rules , regulation and give guidelines to such business ?

Contact the Food Safety and Standards Authority of your state for registration and license. If you are from Maharashtra, then the FSS Authority is Food & Drugs Administration of Maharashtra.

But you have to get a commercial establishment license from the Municipality

Deepak! The author is not in need of license rather she is sufferer of a met shop opened near her house. Tel her solution.

Licensing authority is only Municipality within its area. The municipal authorities cannot deny their responsibility to stop running such shop within the residential area.

You can move an application under section 133 of criminal procedure code before SDM and let such person produce his license and you seek closure of such shop within the residential area.

Municipal authority is licensing authority. For confirmation, ask under the RTI Act.
