Seniority in reemployment for exserviceman in bsnl

I am exserviceman joined in group B post without surrendering my pension or other terminal benefits. I wish to know why the PSU ie BSNL is not giving me any seniority and what are are the relevant rules which I can use for obtaining senerity of defence services in PSU

Dear Jaya,

You have not given any detail about your past service. However, as a general rule, subject to eligibility conditions, your past service in Government organisation can be counted for the purpose of retirement benefits and pay protection, but not for seniority purposes on absorption in a Government department or PSU. Whosoever are already working in the BSNL before your joining would rank senior to you.
