A Inquiring Authority retired on superannuation after completing the process of inquiry but before submitting the final report of inquiry. Can the same person submit report of inquiry after his/her retirement on superannuation?

I differ.

The inquiry officer, ought to file his report only during the tenure.

Example, a high court judge has posted the case for judgement. He has prepared the judgement and also signed it. But before pronouncing it in the open court, he dies. The judgement prepared becomes invalid.
