Disproportionate income

If the person is non government employee and if i want to inform about his or her disproportionate income then where to inform and what proof is required.

I do not think police can do anything on its own motion. The only concerned authority is the Income Tax Department and even in that case, it is to be confirmed whether such income is taxable or not and also whether one is avoiding his tax burden or not.
