its not always necessary that there must be a particular and different meaning for a term in legal language.

as far as term mutation is concerned you can refer to the literal meaning of the word as given in the dictionary.

simply speaking mutation is done to change or alter the name of the owner in case of transfer of property, mutation record mentions the status of the owner or the possessor.

Mutation is done by the Municipility or corporation to record the current owner of the property in order to collect taxes.
