You sworn an affidavit before the notary and publish it in the news paper. If you want to change the name in the school records you will have to file a suit for declaration by following the procedure.

every one can change name by publishing the same in official Govt Gazette and then can change name

YOU MAKE A MOVE WITH ONE AFFIDAVIT ALONG WITH SIGN OF COMMISSIONER OF OATHS LIKE SOME ATTESTED, THEN YOU WILL SEND THE SAME IN THE SECRETARIATE THE DEPT WILL REPLY WITH ONE APPLICATION,THEN YOU WILL COMPLY THE FORMALITIES AND SENT BACK TO THE SAID DEPT,YOUR APPLICATION WILL REACH WITH MAXIMUM 3 MONTHS WITH THE 5 GAZZETTE ORDERS, THEN YOU WILL PUBLUSH IN THE NEWSPAPER WITH THE SAID GAZETTE ORDERS.
