You are advised to complaint with your local police regarding false documents. The banker can not pay the deposit of deceased based on legal heir certificate. If your father din not nominate any body , then the matter of deposit shall be decided in the civil court .
For your kind information you are equal share holder in all properties left by your late father. Further you are advised to consult with your local lawyer.

YOU BROTHER MAY BE A NOMINEE OF THE AMOUNT. BUT THE BANK HAS OVER LOOKED THE SAME. BECAUSE IN THE LEGAL HEIR CERTIFICATE YOUR NAME WILL ALSO FIND PLACE.
FILE A CRIMINAL COMPLAINT TO THE EFFECT BEFORE THE CONCERNED IN POLICE STATION AGAINST YOUR BROTHER AND THE BANK OFFICIALS

Get the copy of the legal heir certificate produced by your brother and give a police complaint.
