can anybody help to identify who and why is calling from this number?

you may have to approach your service provider.butthe service provider do not reveal the identity unless you have a statutory aruthority to obtain such information like varilus government investifative agency. You cannot even take recourt to RTI because the private service providers out side the scope of RTI.
REcntly the Even the telecome REgulatory authority of India (Trai) has no ostensible power in this direction.

This call may a spam call from some African countries which are notorious in getting overseas people cheated in several forms.
