Which law prescribes or defines as to whether the effects of amendment in any law are to be prospective or retrospective in application?

read the concerned amendment act only, generally it contains the clause regarding this purpose.

if u need a detailed view point then read some book on interpretation of statute.

The Amendment Act itself makes it clear whether it will have retrospective or prospective effect. Even certain provisions of the same Amendment may be retrospective whereas the rest may be prospective.
