A time-bound promotion was denied to me as there was a single "average" remark in my ACR.My organisation is refusing to provide copies of ACRs under RTI act.I've complaimed to Central Information Commission online and by speedpost but even though my letter was delivered to CIC,New Delhi on 30.3.2010,till now CIC website shows that my signed copy is awaited.Should I wait for CIC's hearing or should I file a case at CAT right now?What are my legal prospect of getting my due promotion?

CIC's hearing usually takes about 12-18 months. As per rti act, you are entitled to get the copies of your acr.

Whether your employer organization is aided/unaied/Government/private...which type of organization it is?
If your employer is unaided then CIC cannot force it to provide you desired copies and if position is otherwise even then you cannot directly approach CIC. First mvoe application of Assistant State Information Commission then file an appeal before 1st appellate aurhority and then State IC and finally with CIC.
