A party is having dispute of Rent or Lease with Nagar Palik Nigam

Preimum is paid by party and possession has taken by party

Party is saying that this shop is as lease

Nagar Palik Nigam is saying that this shop is in rent.

My Question is that which citation can help or give light in type of case.

What is the dispute with Nagar Palika qua rent or lease, vague query with incomplete information.
Did you find the difference between the two connotations i.e., rent and lease?
How come municipality is involved in leasing out the property to the landlord?
