House owner claims for hra

Dear Experts,
A government employee shows the rent receipts of own made while he has house on his name in the city where he works therefore I have to lodge a complaint against him because he is misusing the Income tax exemptions.
Please let me know the procedure of this type of Income tax complaint and what act applies on him.
I have his PAN number and proof of his property.

On what basis you say that one cannot live in a rented house in a city, where he owns house?

I have the House tax/water bill/sewer bill & electricity bill on record to show.
And I have also proof of his HRA submitted receipts to show.
Now please tell me procedure and which Income tax section will apply in this case?

You have not replied the query made by Shri Anirudh, whether he is living in a rented house or not. Reply what he has asked you.
Now my question to you is how you have been able to get the paid bills of house tax, electricity, water, sewer, etc. of his house and also the rent receipt, as these bills should have been in his personal custody?
Please reply both the questions.

He is living at his own house not on rented house.
I have photocopies of all specified documents.

Mr. Dhinrga,
The law of India never follows the emotions, I am not backstab any friend he is not my friend to be very frank with you. Even he is arrogant man and cheat with some of my friends and me too.
I am not expecting any wrong opinions just I want to know the rights and rules which are listed in Indian law.
And it seems you became emotional with that TAX EVADER.
In India many of talented people hanging around without job and here these type of people never be honest with government.

You earlier claimed the fellow to be your friend and now you have stated, he is not your friend. If he was arrogant and was not your friend, there was no scope of getting copies of his original documents from him. Please state, how you could get those documents, if not stolen from official records?
About your raising finger on my integrity, I am neither an emotional with any tax evader, nor I know your so called friend converted in to your enemy. Rather, you wanted to exploit the experts to render you help how to take your revenge. If you want any help, you must be honest and truthful in your statements.
If he is really a tax evader, just send me proof in support of your statement. The question arises, why should I believe your contradictory statements and become party to your revenge from a person about whose integrity I am now aware of?
You may be claiming yourself as an honest or law abiding person, but glaring example about your not being honest and truthful with the experts is very much available here on this page, when on asking how you could get copies of his paid bills, at first you claimed the fellow to be your friend and now you have contradicted your own statement about him not being your friend. If he is arrogant or have cheated you that clearly indicates that you intentionally wants to harm him as a matter of revenge to settle your own scores with him by expecting unethical help from the experts over here.
So, can you justify, why I or other experts should help you just to enable you to take your own revenge, when yourself has stated, "I am not expecting any wrong opinions"? So, why you expect any one to give any wrong opinion to harm some one else, when you have utterly failed to prove your honesty and truthfulness? Please be aware, you don't enjoy any right to extract any opinion from experts to harm your friend or even foe, It is their own prerogative to give you any opinion or not, as that depends solely upon their satisfcaction about truthfulness of the case and your honest desription. You have not been able to satisfy at least me, as to how you have procured copies of the paid bills, if not stolen.
If you want to know the rights and rules which are listed in Indian law, just for the sake of harming others, you may better spend money to purchase the relevant books to read rules and law, yourself.
