Compounding of cheque bouncing case

(Querist) 14 January 2016 This query is : Resolved 
in a complaint case under section 138 NI act, the accused has made the cheque payment at the initial stage. Now, the accused has requested to allow him to pay the interest amount @ 6% p.a.

Can the request of payment of interest @ 6% p.a. be allowed by the complainant who is govt. organisation.
