yes, u can file bail application at any time.

yes. generally bail applications are filed before submission of charge-sheet.

bail application can be filed when summons is received by the accused in lower court.Anticipatory bail is applied at dist & session judge court if person is aprehanded by any arrest by cops.As raj makkad has suggested it is filed before submission of chrgesheet. But it cannot be filed at any time is totaly wrong as suggested by prakash Vathore.
