Rules to be framed - is it mandatory?

Whenever an Act - Statute is Notified in Official Gazetthe , it should be Followed by Subordinate Legislation viz Rules for Implementing the Same . Is there any Citation, Ruling, Directions that Rules are to be Mandatorily Framed for any of the Acts Notified by the Govt?....Rgds...
