After filing of chargesheet by IO can Magistrate make addition/alteration of charges against the accused before sending summon to the accused ?

After going through chargesheet what thing magistrate consider before sending summon to the accused ?

2.simply issue summons.

Magistrate has to consider the charge-sheet only after securing the presence of the accused and supplying its copy to him.
