recently gujarat high court laid down in a case of Manoj Ompralash Goel vs State thet birth registrar has powers to make changes in the birth certificate of adopted child under section 15 of the RBD act but the birth registrar of surat municipal corporation do not agree with this. what to do?

File a case before the civil court and obtain the order then apply for the changes
prabhakar singh (Expert) 11 November 2012
File a writ against him in high court.
