It depends upon the nature of the document. Non existence of thumb impression do not make a document illegal. There may be signature there and even there may not be necessity of either thumb impression or signature.

A person who knows to sign is not required to put his thumb impression except on those documents presented for registration before sub/ registrar for which sub/registrar has discretion to grant exemption from putting thumb impression by his endorsement on the document itself.
