with respect i wish to know the following

1)what is the difference between second appeal and second complaint in RTI

2)what is the time period for deciding second appeal and when it will take effect from i.e. from the date of dispatch of appeal or from the date of recieving the appeal.

1. There is no such term called Second complaint in RTI.

2. The time period for disposal if any is from the date of receiving the appeal.
