yes civil suit after a notice as consumer fora now a days not accepting complaints against telecom cos.due to a judgement in favor of bsnl by apex court.Engage a lawyer ,discuss facts ,get a notice drafted and sent and served upon preferably claiming interest as damages if amount in dispute already over paid, calling upon refund or for correcting the bill, as the case may be,and then file the suit claiming desired rightful reliefs.

First you should serve a notice disputing your liability to pay exceesive bill and if the company does not respond or revise the bill, then only u should consider filing a suit as advised by the experts.
