waras to sign for NOC of my 7-12?

If landlord is expired & his wife & 4 childrens (Adult) are being live.
Then who is the waras to sign for NOC of my 7-12?

why you want their NOC on your 7/12? are you a agricultural tenant or house rent holder of house?

This NOC is required by Talathi to register my name in 7-12.
