about the use of pirated software in educational institutions and commercial organisations, who is the competent enforcement officer? is it cognisable or non-cognisable offence? locus standi applies to this or not? thank you in advance.

no you cannot take local standing in the piracy, each in every software having license, so who ever break or illegal used or piracy it will punishable under force in law.

the company whose software is used can take action against this piracy with the help of the local administration and you can not interfere into this

there are no special enforcement officer appointed for this purpose, however the powers for investigation have been granted to DSP rank officer.
since its a matter of criminal liability the complainant shall be the person or body which is being affected because of piracy.

one whose right has been hampered has a cause of action, so i invented a software launched it in the market ,many bought and many using pirated, who is incurring loss me or public or you????????? certainly me,so you have no PIL to gulp. S.C. will say even you die we do'nt care!
