"Completion Certificate"

Promoter is neither giving the "Completion Certificate" obtaining from BMC, nor he is forming a Owner's Association and handing over the legal ownership of the building after a long times. Fire Fighting Arrangement, Generator & other commitments as per Deed of Conveyance have not been done.

Yes the case has the merit for redressal before the consumer forum.

Sure, it is a perfect case for consumer forum, not only for providing the services as per the sale deed, but also you can claim compensation for undue delay.
