What is sanctity of charge sheet in a non cognizable offence ? Can it be treated as complaint ?

Charge-sheet is charge sheet, you can not ask its sanctity, chargesheet can be filed in cog and non cog offences. no, it can not be treated as complaint.

The police officer can not investigate the non-cognizable offense without the order of the court. If upon the order, the police investigated and filed the charge sheet, it is good in law.
