No Chance. If a third party want a relief out the suit, he has to implead himself as a party through a court order and can file a IA.

It depends upon the purpose for which the petition is filed. The possibility cannot be ruled out absolutely.

In certain quasi-judcal proceedngs like nCAT or DRT or in a Writ case a third party may come as a intervenor. But in the case of civil suit such third party first will have to be impleaded as a party in the suit with the liberty of court and then only he will have any say.

it is correct that third party can not file interim application firstly he implead himself as concerned party by the court permission

implement as party is mandatory for filing interim application. a stranger to the suit has not right to file any application in any suit between private parties.
