can block develop officer, order or request to sarpanch or panchayet of village, to donate in charity/freely village"s common land to panjab government to construct temple on it...can sarpanch or village panchayet denied to BDO or government for not charity their village common land to government

The Panchayat can prolong,but cannot refuse.
If the Paqnchayat refuses,the BDO will commence aquisition proceedings.

Panchayat can not stop the process for ever, it may be a political decision and only court order is effective.

Yes, I agree with the experts above on the issue, that the matter can be solved only through a court of law because of the dominance of political pressures on such sensitive issues.
