Landlord not ready for redevelopment

we reside in a pagdi system building total flats are 48 2 Storey (20 Flats are owned by landlords) located at malad, we had recently approched the landlord for redevelopment but he refused and instead replied to us that let the building fall, we have a rent receipt & we all pay the rent on time and our building is not in a good structure please advise for further action

request the landlord to grant permission to the tenants to carry out repairs as in spite of repeated reminders he has failed to do so . in said letter mention that building is in a precarious condition and needs urgent repairs . send a copy of letter to muncipial corporation

and what will happen after the letter is submitted in municipal corporation, will they take any action please let me know
