Warrant on witness

In a criminal case witness is summoned, if they don’t appear, warrant is also ordered. The police is not executing it in time. What is the procedure to be adopted at this stage?

Make complaint to the court in writing especially against the officer of police taking interest in non-summoning of any particular witness. Trial magistrate has wide powers to deal with such situations.
